Muhammad Hafeez Ullah Khan, (Tamgha-e-Imtiaz), is a distinguished legal, policy, and literary figure with over four
decades of meritorious service across the judiciary, public administration, judicial training, and intellectual scholarship.
His professional journey reflects a rare synthesis of judicial integrity, administrative foresight, legislative expertise,
and creative intellect.
Holding a Master of Laws (LL.M.) and a Master’s degree in History, he began his career at the Bar in 1980. He subsequently
served as Programme Producer at Radio Pakistan and as Lecturer in Law at Islamia University Bahawalpur, experiences that
enriched his engagement with public communication and legal education. Demonstrating exceptional merit and versatility,
he successfully qualified in the CSS (12th Common), PCS (Executive), and PCS (Judicial) competitive examinations.
After a brief tenure as Excise & Taxation Officer, he joined the District Judiciary of Punjab, where he served with distinction
from Civil Judge to District & Sessions Judge in various districts. Throughout his judicial career, he maintained high
standards of trial management, judicial craftsmanship, procedural discipline, and efficient case disposal.
As Chairman and Senior Member of the Punjab Service Tribunal, he played a significant role in strengthening service
jurisprudence in the province. His tenure was marked by merit-based adjudication, improved institutional performance, and
enhanced transparency and efficiency in service litigation.His contributions to legislative development and governance are
equally noteworthy. As Additional Secretary, Government of Punjab, Law & Parliamentary Affairs Department, he was instrumental
in legislative drafting, formulation of rules and regulatory frameworks, and promotion of e-governance initiatives. He also
contributed to the implementation of the Access to Justice Programme in collaboration with international development
partners, advancing institutional modernization and accessibility within the justice sector.
At the Lahore High Court, where he served as In-Charge National Judicial Policy and Information Technology, he led important
judicial administration reforms. He strengthened case management systems, introduced structured monitoring mechanisms, and
contributed to backlog reduction through effective policy implementation and performance oversight.In the field of judicial
education, he held senior leadership roles including Adviser, Director Administration, and Director IT at the Punjab Judicial
Academy, and Director Administration at the Federal Judicial Academy. His work focused on institutional modernization, research
development, IT-based monitoring systems, and capacity building of judicial officers nationwide. As visiting faculty and
legal trainer, he has made sustained contributions to professional legal education and judicial capacity enhancement.
Beyond law and administration, Mr. Khan is a nationally recognized literary scholar and author of numerous works spanning
history, poetry, fiction, research, and criticism. He served as Member, Board of Governors of the Pakistan Academy of Letters
(2015–2018). A recipient of the Tamgha-e-Imtiaz and multiple national literary honours, he represents a distinguished blend of
public service, intellectual depth, and cultural contribution.
